- Hospitalized voters, or those in hospice, treatment or long-term care, or unable to travel due to age or illness, who don't have their mailed ballot. Deadline: Tue, Nov 3, 8 p.m. (close of polls). Someone picks up an emergency ballot application, ballot and return envelope for you in person at the county clerk's office (they show their own ID and sign a sworn statement); you complete both and the sealed envelope is returned to the election office. source

Received by the county clerk by 8 p.m. on Election Day, or in a drop box by 8 p.m. Postmarks don't count; ballots arriving after Election Day are not counted.

Who can return it for you: Only certain people may return it for you. Utah bars anyone from possessing another person's voted ballot except election officials and postal workers, the helper under the emergency-ballot law, a person you authorize because age, illness or disability makes delivery hard for you, or someone in your household. No numeric limit. The statute does not restrict how a permitted helper returns it. source

- Read the letter, email or text from your county. It says what's wrong.
- Sign and return the affidavit the county clerk sends you by noon on the last business day before your county's canvass, which is Nov. 16 at the latest and earlier in some counties. Deadline: Mon, Nov 16 · 21 days
- Call your county election office. You can say:
Hi, I voted by mail and my ballot was flagged. What do I need to do to fix it, and by when? Can I do it today?

Good to know in Utah Two changes for 2026. Your ballot must ARRIVE by 8 p.m. on Election Day; the old day-before postmark no longer counts (HB 300). And if you have a Utah ID, write its last four digits on the return envelope. A separate 2026 law (HB 209) requires citizenship verification before a ballot is sent, so watch for a letter if the state can't verify yours. No stamp? Mail it anyway; USPS still delivers it, or use a drop box.

Why ballots get rejected in Utah, and how to avoid it
- New for 2026 (HB 300): if you have a Utah state ID or driver license, write the last four digits of that number on your ballot return envelope. Without it, the clerk falls back to signature matching.
- Sign the envelope the way you signed your voter registration or driver's license. Your state compares them.
- Use the secrecy sleeve if one is included, then the return envelope. Don't tape anything.
- Keep the phone and email on your registration current. If there's a problem, that's how they reach you to fix it.
Voting in person insteadpolling place, early voting, ID

Bring some ID. A utility bill, bank statement, or paycheck with your name and address usually works, and there's a fallback if you have none.
Accepted: One valid photo ID (Utah driver license, state/US ID card, Utah concealed-carry permit, US passport, tribal ID [no photo needed], US military ID) OR two documents that together prove name and current residence (e.g. certified birth certificate, utility bill, bank statement, Social Security card, etc.) Without one: Poll worker records that no valid ID was provided and issues a provisional ballot. It counts only if the county clerk verifies identity and residence 'through some other means as reliable as photo identification' OR the voter provides valid voter ID to the clerk before noon on the last business day before the canvass.

Utah can start processing mail ballots 14 days before Election Day, so most results come in on election night. Results are certified Tue, Nov 24.
- Military or overseas. You're covered by federal law (UOCAVA), which usually gives you longer deadlines and electronic delivery. Use the Federal Post Card Application to register and request a ballot in one step. If your ballot doesn't arrive, the Federal Write-In Absentee Ballot is your backup. FVAP.gov
- College student. You can register at your school address or your family's, not both. If you're registered back home and away at school, request a mail ballot from home early; campus mail is slow. Some states require a specific reason for students to vote absentee, so check your state's rule above. Student voter guide
- Disability or need help marking a ballot. Every state must offer an accessible way to vote. Most have an accessible mail-ballot option you can mark on a screen reader or your own device, and all allow a person of your choice (not your employer or union rep) to assist. Ask your county election office for the accessible absentee ballot. If illness, a hospital stay or a disability keeps you from the polls AFTER the request deadline, most states still have a way to get you a ballot: see "Missed the request deadline?" under your state's dates, and "Who can return it for you" for whether a family member or helper may carry it back. - Moved recently. Your registration is tied to your address. If you moved within your state, update it before the registration deadline; if you've moved across state lines, register in the new state. Moved after the deadline? Many states let you vote at your old precinct one last time or update in person; call your county. vote.gov
- Past felony conviction. Rules vary widely: some states restore rights automatically on release, others after probation or parole, a few require a separate process. Don't assume you can't vote. Check your state before the registration deadline. NCSL: restoration of voting rights
