Eight states plus D.C. mail every registered voter a ballot automatically. Twenty-nine states let any voter request a mail ballot with no excuse. When is the deadline to request a mail ballot for the November 3, 2026 election?

It varies by state, from three weeks before Election Day to the day before. Most fall between October 19 and October 30, 2026. Request deadlines are 'received by,' not postmarked.

Did the federal government ban mail-in voting?

No. Whether you can vote by mail is set by your state. A 2026 executive order changed how the Postal Service handles mail ballots and is being litigated. Request early and return by drop box or in person where available.

Voting by mail in Utah

Yes. Your ballot comes to you. Every active registered voter is mailed a ballot automatically. Just make sure your registration and mailing address are current. Two changes for 2026. Your ballot must ARRIVE by 8 p.m. on Election Day; the old day-before postmark no longer counts (HB 300). And if you have a Utah ID, write its last four digits on the return envelope. A separate 2026 law (HB 209) requires citizenship verification before a ballot is sent, so watch for a letter if the state can't verify yours. No stamp? Mail it anyway; USPS still delivers it, or use a drop box.

ID at the polls	ID requested (photo not necessary). Without one: Poll worker records that no valid ID was provided and issues a provisional ballot. It counts only if the county clerk verifies identity and residence 'through some other means as reliable as photo identification' OR the voter provides valid voter ID to the clerk before noon on the last business day before the canvass.
Return rule	Received by the county clerk by 8 p.m. on Election Day, or in a drop box by 8 p.m. Postmarks don't count; ballots arriving after Election Day are not counted.
Fix a flagged ballot by	Mon, Nov 16
Missed the request deadline?	Hospitalized voters, or those in hospice, treatment or long-term care, or unable to travel due to age or illness, who don't have their mailed ballot: by Tue, Nov 3, 8 p.m. (close of polls).
Who can return it for you	Only certain people may return it for you. Utah bars anyone from possessing another person's voted ballot except election officials and postal workers, the helper under the emergency-ballot law, a person you authorize because age, illness or disability makes delivery hard for you, or someone in your household. No numeric limit. The statute does not restrict how a permitted helper returns it.

Steps

Confirm your registration and mailing address are current.
Watch for your ballot in the mail. Most states send them 2 to 3 weeks before Election Day.
Fill it out in blue or black ink. Sign the envelope where it says to.
Return it by drop box or in person if you can. Mail it at least a week early if not.
Track it on your state's tracker until it shows received.

Don't get rejected

New for 2026 (HB 300): if you have a Utah state ID or driver license, write the last four digits of that number on your ballot return envelope. Without it, the clerk falls back to signature matching.
Sign the envelope the way you signed your voter registration or driver's license. Your state compares them.
Use the secrecy sleeve if one is included, then the return envelope. Don't tape anything.
Keep the phone and email on your registration current. If there's a problem, that's how they reach you to fix it.
