Can I vote by mail in New Hampshire?

Only with a qualifying reason.

You need an approved reason, such as travel, illness or disability, age, or work. Check your state's list. If you don't qualify, early in-person voting is usually an option.

A winter storm warning for your town on Election Day also counts as an excuse.

  1. Voter registration

no deadline. Register in person with your town clerk before, or at the polls on Election Day.

  2. We'd request byTue, Oct 20Passed

The state says to request more than two weeks ahead if you rely on the mail.

  4. Returning it:

Received by 5 p.m. on Election Day.

Dropping it off? There are no public drop boxes here, so the mail or an election office is your route.

  5. Who can return it for you: Only certain people may return it for you. Mail it yourself, or have a 'delivery agent' hand it in: your spouse, parent, sibling, child, grandchild, in-law, stepparent or stepchild; a nursing-home or care-facility administrator or their designated staff; or the person who assisted you if you are blind or disabled (they may deliver no more than 4 ballots). Agents fill in a state form and show photo ID. Received by 5 p.m. Election Day. Drop boxes aren't mentioned. source

  6. Mail request must be receivedMon, Nov 27 days

noon (by mail); 5 p.m. in person Ask now: a request on the last day leaves no time to mail the ballot back.

Missed the request deadline? 2 later paths
    • Emergency services workers (police, EMS, firefighters, National Guard, utility workers, Red Cross) called into service after noon Oct. 30. Deadline: Tue, Nov 3, before the polls close. Your agency reports you to the Secretary of State, who gets the request form and ballot to you and back to your town clerk. source
    • Voters who reach the polling place on Election Day but can't get inside because of a disability. Deadline: Tue, Nov 3, before the polls close. Tell the moderator under oath; the town clerk brings an absentee ballot out to you (curbside). source

These paths have strict rules about who qualifies and who may carry the ballot. Call your county election office before you rely on one.

    If your ballot was flagged

New Hampshire has no statewide process to fix a flagged mail ballot. Call your county election office right away and ask whether you can still vote another way, such as in person.

Call your county election office. You can say: Hi, I voted by mail and my ballot was flagged. What do I need to do to fix it, and by when? Can I do it today?

Will your ballot count in New Hampshire?

Will your ballot count in New Hampshire?

In New Hampshire, 1.64% of returned mail ballots were rejected in 2024 — that's about 16 in every 1,000, from the EAC's official survey. Almost always over the envelope rather than the vote. Three questions and we'll tell you what to check.

  1. Is this your first time voting by mail?
  2. Have you moved since you last voted?
  3. Has your signature changed much since you registered?

Why ballots get rejected in New Hampshire, and how to avoid it

  • Sign the envelope the way you signed your voter registration or driver's license. Your state compares them.
  • Use the secrecy sleeve if one is included, then the return envelope. Don't tape anything.
  • Keep the phone and email on your registration current. If there's a problem, that's how they reach you to fix it.

Early in-person voting (with an excuse)

Available at your clerk's office once ballots arrive, usually about a month before the election, through Mon, Nov 2. Locations and hours

ID at the polls: Photo ID requested

Bring a photo ID. If you don't have one there's a fallback, usually signing an affidavit or having your signature checked, and your ballot still counts that day.

Accepted: Driver's license from any state or federal government; nondriver ID from any state DMV; U.S. armed services ID; U.S. passport/passcard; NH student photo ID; any other photo ID approved by the supervisors of the checklist (RSA 659:13 II(a)); expired no more than 5 years (no expiration limit for voters 65+). Without one: No affidavit ballot since 2024. The ballot clerk sends the voter to the supervisor of the checklist; a moderator, clerk, supervisor or selectman who personally knows the voter may attest to identity (Attestation of Identity form); if the supervisor determines identity/qualifications are not established, the voter is not allowed to vote (appeal to superior court). No provisional ballot and no post-election cure.

When your ballot gets counted

New Hampshire cannot start counting mail ballots until Election Day itself, so results take longer than you might expect. Results are certified Wed, Nov 25.

Military, overseas, student, disability, just moved, past conviction
  • Military or overseas. You're covered by federal law (UOCAVA), which usually gives you longer deadlines and electronic delivery. Use the Federal Post Card Application to register and request a ballot in one step. If your ballot doesn't arrive, the Federal Write-In Absentee Ballot is your backup. FVAP.gov
  • College student. You can register at your school address or your family's, not both. If you're registered back home and away at school, request a mail ballot from home early; campus mail is slow. Some states require a specific reason for students to vote absentee, so check your state's rule above. Student voter guide
  • Disability or need help marking a ballot. Every state must offer an accessible way to vote. Most have an accessible mail-ballot option you can mark on a screen reader or your own device, and all allow a person of your choice (not your employer or union rep) to assist. Ask your county election office for the accessible absentee ballot. If illness, a hospital stay or a disability keeps you from the polls AFTER the request deadline, most states still have a way to get you a ballot: see "Missed the request deadline?" under your state's dates, and "Who can return it for you" for whether a family member or helper may carry it back. EAC: voters with disabilities
  • Moved recently. Your registration is tied to your address. If you moved within your state, update it before the registration deadline; if you've moved across state lines, register in the new state. Moved after the deadline? Many states let you vote at your old precinct one last time or update in person; call your county. vote.gov
  • Past felony conviction. Rules vary widely: some states restore rights automatically on release, others after probation or parole, a few require a separate process. Don't assume you can't vote. Check your state before the registration deadline. NCSL: restoration of voting rights
