Arriving late was the top reason in 40% of the 2,407 counties that reported one — about the same as every signature problem put together (39%). That matters because the two have different fixes: a signature county needs a cure notice, a late county needs the ballot posted earlier.
The regional pattern is the requirements showing through. Signature matching dominates the West, witness signatures cluster in the Carolinas and Appalachia, ID and document rules run through Texas and the Gulf.
